You are using the data_set model, where the agent helper has the basic
responsibility for deciding what rows are valid, and what results to return.

By the time your handler is called, the agent knows what varbind it intends
to return.  Your handler is just being given a last chance to amend this.

Deleting the row from the underlying table won't affect the current query, since
the result varbind has already been (provisionally) decided.   If you don't want
this varbind returned, then you need to say so explicitly

This isn't  my personal preferred handler, so I'm not too familiar with the
precise details.   But I suspect that
     netsnmp_set_request_error(reqinfo, request, SNMP_NOSUCHINSTANCE);
would probably do the trick.
