In terms of RFC 3414, it means returned to the calling module.
Given that RFC 3414 is describing the operation of a Security Model,
this means returning the error to the Message Processing Subsystem.
(See the diagram in section 3.1.3.1 of RFC 3411)

In terms of the agent as a whole, it will typically return a Report-PDU
to the originating application, indicating the error.

Many error conditions will also be logged by the net-snmp implementation,
but this is outside scope of the SNMP specs.
