problem with snmpusm command

Hi all,
i have cloned a user from the existing user using snmpusm command.So the 
user got successfully created.
But when i try to change the passphrase for the cloned user, i am 
getting error :
snmpusm -v3 -u wes  -l  authNoPriv -a MD5 -A initialpasswd localhost 
passwd initialpasswd wespasswd.
Error in packet.
Reason: authorizationError (access denied to that object)

I have configured USM entries in /var /net-snmp/snmptrapd.conf as
createUser initial MD5 initialpasswd DES.

I have configured VACM entries in /etc/snmp/snmpd.conf as
rwuser initial

One more query:
since the cloned user retains the passphrase of the  'cloned from user'  
,  so if i giv snmpwalk  for the cloned user  using the passphrase of 
the  ' cloned from user' it has to give  the  values, but i am getting 
the error:
snmpwalk -v3 -u wes  -l  authNoPriv -a MD5 -A initialpasswd localhost 
.1.3.6.1.6.3.15
Error in packet.
Reason: authorizationError (access denied to that object)
