No - it's not necessary.
Whether you use implicit or explicit string indexes is totally up to you.

If you used IMPLIED, then the index will be .118.109.49
If you don't, then the index will be 3.118.109.49

Both are acceptable - which you prefer is up to you.

The main difference is in how rows are ordered.
Should short indexes come before longer ones,
or do you want "dictionary-style" ordering?

i.e.
    myStrColumn."longindex" = xxx
    myStrColumn."short" = yyy
    myIntColumn."longindex" = 12345
    myIntColumn."short" = 67890
                  (implicit length strings - IMPLIED)
vs
    myStrColumn."short" = xxx
    myStrColumn."longindex" = yyy
    myIntColumn."short" = 12345
    myIntColumn."longindex" = 67890
                  (explicit length strings)
