Basically, yes.
The cloned user will have the same authentication and privacy settings
as the cloned-from user.  So if the original user didn't specify any privacy
settings, then the newly-cloned user won't have any either.

And if (either) user doesn't have privacy settings associated with it,
then it inherently can't be used for encrypted requests - since there isn't
an encryption password (or algorithm) to use.

Yup - it's always sensible to create SNMPv3 users with both auth and priv
settings, even if you don't expect to use encryption.   This allows you to
change your mind later.
