All I can gather is that it is treated as an octet string of 4 bytes.

See the file 'agent/mibgroup/mibII/udpTable.c'
which includes a similar MIB object.

In general this ought to be the first thing you try
whenever you're stuck. Look for something similar
in the Net-SNMP source code, and see if that provides
sufficient information to get you started again.
