You can do this by not using the snmpd.conf file and instead using the SNMP-NOTIFICATION-MIB and SNMP-TARGET-MIB tables. They're a bit complex to understand. It can help you get started if you create a trapsink using the snmpd.conf file and then walk the MIB tables to see what entries are created in it.
