Correct.
The specs implicitly allow an arbitrary length string
(although there may be some limit imposed by ASN.1
or BER - I'm not sure offhand).

The main restriction will be from MIB objects that take
a community string as their value.
   The COMMUNITY-MIB is defined in terms of a bare
OCTET STRING, so there's no problem there.  But
some other MIBs may use more restricted syntax.
For example, the NOTIFICATION-LOG-MIB defines
nlmLogContextName (which takes a community string
for v1 traps) as SnmpAdminString - hence limited to
255 (printable) characters max.

I don't believe so, no.   The community string is allocated
dynamically, using a "value+len" representation.   So I
don't think there'll be any restriction on extra-long strings
here.
