Dependent table row updation

Hi,
I am working on extending the net-snmp agent.
Consider the following scenario.
Table T2 depends on Table T1 for its primary index. In this scenario
should it be possible to insert a row into Table T2 with a value for
primary index which does not exist in Table T1.
