Yes - that should work.
I've just tried essentially the same config (apart from the IP range),
and it omits the UDP subtree - just as expected.

Check that the agent is using the config files that you expect,
and that it's not picking up any other settings for "public".

Try tweaking the community string to be something else,
and see whether that's recognised or not.
