Remember that we didn't define this MIB - it's a standard MIB, containing information that was generally regarded to be useful. In particular, it would seem reasonable in general to distinguish between an agent restarting (but no changes), and an agent restarting with a new configuration. Just because the Net-SNMP agent has difficulty in telling these two apart - that doesn't mean that everyone else should be handicapped in the same way.
