Well that would explain why snmpwalk doesn't work at all.
Though the snmpd.conf file you list, shouldn't trigger this message.

What happens if you uncomment the line "rocommunity public" and
restart the agent?
What is logged then?
Does snmpwalk return anything or not?

If not, then please try tweaking the /etc/default/snmpd file to read

     SNMPDOPTS='-Lsd -Lf /dev/null -u snmp -I -smux -p /var/run/snmpd.pid
-c /etc/snmp/snmpd.conf -Dread_config'

and restart the agent.
