Unknown user name

I have an SNMP agent on a PowerPC running the Nucleus OS. I have been able to run snmpget and snmpset v1 and v2c from the command line using the net-snmp tools. However whenever I try to use v3 I get the Unknown user name error. The Usm_User_Table, Cfg_Sec2Groups, and Snmp_Cfg_Access tables have been setup in the agent. Is this error being generated by the agent or could the manager be the source? Does the manager need to "know" the user names? It seems it would need to know things like user/securitynames, engine Ids, etc for authPriv type messages. I looked at smnpusm documentation but it seems it is used for updating the agent.
