snmptrapd error

I got the following error from snmptrapd:
snmptrapd -f -Le -F "%02.2h:%02.2j TRAP%w.%q from %A\n"
NET-SNMP version 5.3.2.2
couldn't open udp:162 -- errno 13 ("Permission denied")
Anyone knows what caused it? How to test if a subagent is sending v2 traps or not?
