Simply call the "SNMP::Session" constructor with the SNMPv3 parameters you need to use. See the 'SNMP(3)' man page for details. I would probably suggest that you start by working with the command-line tools, to ensure that SNMPv3 support is working properly. See README.snmpv3 for more details about setting up SNMPv3. There are also tutorials on the project website.
