snmpinform just uses them immediately.  Yes the timeout and retries
usage does match the target-mib's usage of them, and in fact if you use
the -t and -r flag in the snmpd.conf file "trapsess" configuration line
and you walk the target mib you'll even seen an entry show up for it
with the configured values.
