This is available from the project website
    http://www.net-snmp.org/download.html

Click the link "binaries" (next to 5.4.2.1),
and retrieve the file net-snmp-5.4.2.1-1.win32.exe

Then run this program to install the software.

Please note that you will need to configure the agent
before you can use it.   See the documentation on the
same website for more details.   In particular, please
familiarise yourself with the contents of the FAQ.

In general, if you have to retrieve stuff from an FTP server, you should
use the username "ftp" or "anonymous", with your email address as
the password.
    But if you use the link above, you shouldn't need to worry abouy this.
Similarly, if you use a web browser to access an FTP address, this
should handle the username/password for you automatically.
