Need some info on IP-MIB

HI All, Greetings. I need some details about how an SNMP based NMS would expect IP-Conf data (from IP-MIB). For example: On a system running net-snmp agent, if dynamically many IP interfaces or VLAN's are defined, does net-snmp agent would be able to provide the new IP interface or VLAN details immediately without any restart? OR only during startup the snmpd is able to detect the new IP and VLAN configuration which are recently done on the system to be able to be reflected on it's MIB/ipAddressTable? Kindly let me know as this is more from the design needs of the net-snmp agent. Thanks very much in advance.
