A text editor, "man snmpd.conf" and a brain :-) That's only partly tongue-in-cheek. The configuration file is a simple text file, so can be edited using your favourite text editor. No special tools are needed. And the most effective way to check the contents is to look at them yourself, think about what each entry is doing, and check anything that you're not sure of against the documentation.
