So you can either obtain a development package from the same supplier that provided you OpenSSL 0.9.8l, install this, and tell the Net-SNMP configure script the path of these header files, or you can install the Cygwin packages openssl and openssl-devel via Cygwin's installer (http://www.cygwin.com/setup.exe).
