I use the following line to configure in QNX:
./configure --enable-mini-agent --with-defaults
--with-out-transports="Callback Unix" --with-transports="UDP"
--with-out-transports="TCP"
--with-out-mib-modules="agent/mibII/vacm_config"
--with-mib-modules="fss4180LCantenna" --enable-privacy
--with-openssl=yes --with-out-mib-modules="smux agentx"
--disable-perl-cc-checks --disable-embedded-perl --without-perl-modules
--with-default-snmp-version="3"

May be I should "--with-mib-modules= agent/mibII/vacm_config", right?

It's certainly part of a default build.
You'd have to explicitly exclude it.

What information can you see using these settings?
What does  "snmpgetnext .... system"  show?
What about "snmpgetnext ...  ucdavis" ?
