The log you posted includes a warning about this. But you don't need this anyway - the agent is picking up the config file /usr/etc/snmp/snmpd.conf, which contains the necessary access control settings. I would expect that this should work correctly. What happens if you run snmpget -v 2c -c public localhost system.sysDescr.0 having started the agent using the command line above? What do you see reported by snmpget?
