OpenSSL is currently not integrated directly into Net-SNMP and thus you
need it compiled and installed before you compile Net-SNMP if you want
the protection features it offers.

[I actually have a patch to make Net-SNMP support the needed parts of
OpenSSL directly but I don't have permission to apply it yet; stay tuned]
