If up/down notification

Hello,
I notice that if up/down is only invoked from the ifTable_container_load function. This function is called only during initialization. So, this seems to indicate that the if up down notification will only be sent out the first time the software starts up. What about subsequent interface up/down events each time an interface goes down. How will this situation be handled ?
