I'm sorry I can't help you.

For your reference,
my environment is CentOS 5.5 (Net-SNMP5.3.2.2), and snmpd.conf is only 
"rwcommunity private".

According to README.agent-mibs,
Net-SNMP supports IP-FORWARD-MIB on only Linux.

# IP-routing would be dependent on your machine environment.
