Thanks Wes, RFC3416 does provide clear instructions on what error code
to return if a SET is being denied. Although I biased the question
towards some sort of set option, I guess I was trying to see if people
had any experience specifically in handling non-operational interfaces.
For example, one approach might be to not declare that interface at all
until it became operational. I think denying the set is probably the
easiest way to go.
