Cannot build net-snmp.5.4.2.1

Trying to build net-snmp on AIX.   Everything seems to compile well, and 
install until I get to the Perl and then it stops and I find the Perl 
directory Makefile has not even been generated. 
This is the config setup.     This is building on AIX 7.1 and Perl 5.10.1.
