This error message means that neither a manifest has been embedded in the
executable nor that a .manifest file was present in the same directory as
the executable. What you can do is check in the build directory whether the
snmpget.exe.manifest file was preserved during the build, and if so, copy it
next to where snmpget.exe has been installed.

An even better solution would be to modify the build process such that a
manifest is embedded in all .exe and .dll files during the build.
