Configuration Issues

Hi,
I have net-snmp-5.4.2.1 in cygwin environment (windows). I ran below
command in directory /home/neo/net-snmp-5.4.2.1/agent
./snmpd.exe
I can see snmpd running from below ps command output
$ ps
PID PPID PGID WINPID TTY UID STIME COMMAND
I 1160 1 1160 1160 con 1014 14:22:11 /usr/bin/bash
I 1664 1 1664 1664 con 1014 15:55:48 /usr/bin/bash
2700 1 2700 2700 con 1014 16:58:18 /usr/bin/bash
I 1148 1 1148 1148 con 1014 17:29:29 /usr/bin/bash
1992 1 872 1992 ? 1014 17:38:36
/home/neo/net-snmp-5.4.2.1/agent/snmpd
3280 2700 3280 2116 con 1014 17:47:39 /usr/bin/ps
But when i'm running snmpwalk command within the same machine, I'm getting
Timeout: No Response from localhost error.
I tried with following commands
snmpwalk.exe -v 1 -c public localhost .1
snmpwalk.exe -v 2c -c public <machine-ip-address> .1
snmpwalk.exe -v 2c -c public localhost .1.3.6
I could see that its a basic configuration issue, but could not get much help.
Can any one please help me out on this.
