What if you make a small program that gets the PDU from the serial and relays it to net-snmp using a socket to 127.0.0.1 UDP port 161 and relay back the answer to the serial, sort of a bridge between serial and socket. No need to decode the PDU.

In this way net-snmp would do the work for you and you'd only have to develop a subagent to handle the objects involved. Subagent that will also work if accessed through LAN.
