  The only experience I've had modifying rates is with the DisMan Event
MIB (see "man snmpd.conf," monitor directive option -r).  But since
you're not talking about traps, I don't think that helps your case.

  What is different between your hosts that act like you want, and the
ones which provide statistics once per 15 seconds?  Are you querying the
same MIB objects for all?
