that's not true for me on ubuntu-10.10.
i installed that package and it just started working.
the paths that snmpget scans on ubuntu-10.10 are:

  parse-mibs: Scanning directory ~/.snmp/mibs
  parse-mibs: Scanning directory /usr/share/mibs/site
  parse-mibs: Scanning directory /usr/share/snmp/mibs
  parse-mibs: Scanning directory /usr/share/mibs/iana
  parse-mibs: Scanning directory /usr/share/mibs/ietf
  parse-mibs: Scanning directory /usr/share/mibs/netsnmp

that's with or without the snmp-mibs-dowloader package
installed and /usr/share/{iana,ietf} are symlinks to
/var/lib/mibs/{iana,ietf}.

to get snmp to actually *use* the mibs you have, you
have to follow the instructions in /etc/snmp/snmp.conf
which says to uncomment the line that says "mibs:".
that's the only uncommented line in the file.
