snmptrap issues

I apologize in advance for what potentially may be a silly and obvious question. I'm currently trying to use net-snmp 5.5 on Windows 2008 R2 and I want to use it to forward SNMPv3 traps to a remote monitoring system. I'm basically using a script to issue a snmptrap -e command. The application I use does not support v3, so I want to use that functionality in net-snmp. When this snmptrap command is called, nothing happens. If I run the same command from the CLI, it just returns with no errors. I've installed Wire Shark and I'm seeing no data leave the system. I installed net-snmp and registered the service. Perl is installed and I have attempted to peel through the documentation, but it is a bit overwhelming. Any help or insight is appreciated.
