The reason that I pointed you towards the DisMan Monitor functionality is that this already provides the functionality that you've asked for. All you need is to implement a MIB object that will indicate whether the system is up and down, and everything else follows automatically. The code to generate traps based on some internal status is already in place, and should work OK regardless of whether you use a monolithic SNMP agent, or have a subagent for your database system. There's no need to re-invent the wheel - build on what's been done before.
