Did you have a look at that log file ? The log file you attached says that
the problem is not caused by the Net-SNMP source code:

/usr/lib/gcc/i686-pc-cygwin/4.5.0/../../../../i686-pc-cygwin/bin/ld: cannot
find -lssl
