The config.log file contains the error message:

    gcc    conftest.c -lws2_32 -lssl >&5
    /usr/lib/gcc/i686-pc-cygwin/4.5.0/../../../../i686-pc-cygwin/bin/ld:
cannot find -lssl

Try removing "-lssl" from the --with-libs options
