change configuraion throught snmpset - (without restart)

Hi I would like to allow users to change SNMP configuration (for example: community name, trap host address...) using a snmpset command. The only way I know to do that is by editing the snmpd.conf file and restart the agent, however that way- I will not be able to respond to the set request with success or fail. Is there another way (similar to "net-snmp-config --create-snmpv3-user" for example)? Is there a solution to the issue?
