If you're tight for space, then using a general purpose application like snmpusm seems a poor use of resources. You'd do better to craft a dedicated application to issue the necesary SET requests. I presume the "server" that you mention is a different application to the SNMP agent? (but both running on the embedded system) How would this server be instructed to request that a new user be created?
