And what about the reverse?
If someone changes the password via SNMP,
will this need to affect the other interfaces?

Where do the CLI, web and front-panel interfaces retrieve the user
information from?

What I recommend is that you are clearer about your requirements
right from the start.   It's not sensible to try and solve a problem
until you've established exactly what the problem actually is.

If the real problem that you are trying to solve is how to maintain
a common user authentication domain - then probably a better
plan of action would be to look at how you can incorporate the
SNMP user authentication mechanisms into this common domain.
Rather than trying to hack ways for the two to be kept in sync.
