Yes - just include the directive to create that user in the standard
config file.
(preferably the persistent config file  - typically /var/net-snmp/snmpd.conf)

That's how you would normally create an SNMPv3 user - yes.
How you install that file onto every box is up to you - that's
outside the scope of SNMP.
