openssl DTLS support?

Greetings: I've been trying to configure and build net-snmp so that it supports the DTLSUDP transport (as well as SSH). I keep getting informed that I need an openSSL library that supports DTLS. I downloaded the most recent openSSL source code and built and installed it... but I'm not making any progress. It appears that there might be some incantation that I need to use when I build openSSL so that DTLS support is enabled. Any ideas? If this knowledge exists somewhere, can someone please put it on the net-snmp wiki? I found a section there on how to use DTLS, and it lets me know that I need the latest openSSL that supports DTLS. But, the story is much richer and deeper than that. And unfortunately it spans two open source projects.
