Are you creating the original SNMPv3 user in the persistent config file (/var/net-snmp/snmpd.conf) or in the "static" one (/etc/snmp/snmpd.conf, /usr/local/etc/snmpd.conf or something similar) ? SNMPv3 users are intended to be set up in the persistent file, so that the initial configuration can be replaced by the current setup. If you are creating the initial user in the static file, then this will mask the settings read in later from the persistent file.
