The trap destinations are specified in the snmpd.conf file.
Note that this is handled by the *master* agent, not the subagent.
The subagent simply passes any notifications to the master agent,
which decides what to do with it.

My best guess is that the master agent isn't configured
to send traps anywhere.   If you don't have a 'trapsink'
(or equivalent) entry in the snmpd.conf, then the master
agent won't generate any traps - even if the subagent
issues one.
