Thanks for the response.
I had originally installed net-snmp via OpenXtra (quite a while back) and
had not directly installed a GNU4Windows.
I have done so now and am working through the process of figuring out how
to apply the patch
Also can you tell me how I can become a member of net-snmp users group so
a moderator doesn't have to approve all of my posts?

If you install any of the gnu environments for windows, you'll likely
get the 'patch' program installed too. Then you can run it as follows
(from a cmd terminal):
cd net-snmp-source
patch -p0 < file
(the -p0 may need to be something else (like -p1), depending on the
patch file in question)
