The Net-SNMP release strategy is more or less as follows:
- Currently five branches are maintained - a 5.4.x, 5.5.x, 5.6.x, 5.7.x and
a master branch.
- Patches that fix a bug that is present in more than one branch are applied
to all appropriate branches, starting with the oldest branch and from there
merged into newer branches. That's why the commit message said something
about merging.
- From time to time a release is generated from the most recent state of one
of these branches.

Yes, the 5.7 branch is a patch branch. The current state of that branch is
5.7.1-pre1+ additional bug fixes.

The fix-windows-perl-test-lockup.patch was a quick hack that avoided the
lockup during running the Perl regression tests but wasn't a full solution.
