Help on IP-MIB to change IP address via SNMP set command

Hi all! I installed snmpd on my PC and net-snmp tool. i am using Debian(Ubuntu 9.10) linux. I am able to read it but could not write because its Access is set to Read-only, as i searched and concluded that, no body can not change Standard/RFC MIB files which located at /usr/shares/snmp/mibs path. I also studied that, MIB files only describe the Objects and dont define it. for non standard MIB, private branch under internet is used by Cisco and other Firms for their own MIBS. let me share what i was thinking to create my own mib but that did not work anyway. I was thinking to create my own MIB by following Standard mib under private branch and then compile it and load it in net-snmp but i could not. and another issue is MIB books and Designer softwares are licensed, unable to find a free book or free software for it. Plz share your knowledge and guide me what i should do to fulfill my task.
