Ok - we need to add a warning to that page then.
This 'MIB' is actually just a fragment, to illustrate how a notification
would be defined.   It's not intended as a complete MIB file.

Try adding the rest of the MODULE-IDENTITY block, based on
what you see in other MIB files.   NET-SNMP-MIB.txt is probably
a good template, since this is a relatively simple one.
  (Most of the other Net-SNMP MIBs have been revised, which
is documented in the MODULE-IDENTITY block)

You can probably get away with omitting the NOTIFICATION-GROUP
block completely to start with.   This isn't strictly valid, but the Net-SNMP
MIB parser won't complain.
