It's a bit difficult to tell, since you haven't said what is in the file
/etc/snmp/snmpd.local.conf

But my test snmpd-unix.conf  file looks as follows:

    com2secunix publicUser /tmp/test public
    group  publicGroup  v1   publicUser
    group  publicGroup  v2c  publicUser

    access publicGroup  ""  any  noauth exact _all_ _all_ _all_
