What are the exact entries in the snmpd.conf file that create these users?

It's probably worth checking whether this is the correct location
for this file.

Try running the command
    snmpd -f -Le -Dread_config
           which will list the locations that the agent is searching for
configuration files.
Look for the line starting
    read_config:  config path used for snmpd: .....

What values are listed?
