Net-SNMP installation on a Windows 2008 x64 server.

I would like some help with some difficulties with a Net-SNMP installation on a Windows 2008 x64 server. I installed net-snmp-5.7.0-1.x86. I then verified Net-SNMP Trap Handler service was present. Next, I successfully tested the install issuing snmptranslate -IR -Td IF-MIB::linkDown. The test was successful. Then I registered snmptrapd using registertrapd. When I began to edit C:\usr\etc\snmp\snmptrapd.conf I discovered that the file was not present. Further researching helped me discover net-snmp-5.5.0-2.x64. So I uninstalled 5.7.0 and installed net-snmp-5.5.0-2.x64. Again, I issued snmptranslate -IR -Td IF-MIB::linkDown and the test was successful. I then registered snmptrapd using registertrapd. Now when I go to edit C:\usr\etc\snmp\snmptrapd.conf the file is still not present. Was there something I still need to set or install?
